George Kibala Bauer
George Kibala Bauer is a Fellow of the African Tech Futures Lab. He is an economist and public policy professional focussed on the intersection of digital innovation, energy, and development. He currently serves as a Senior Digital Specialist in the Green Digital Business Line within the World Bank's Digital Vice Presidency, where he focuses on coordinating World Bank interventions across the energy and digital sectors.
Previously, George served as a Senior Director at the GSMA, the global association representing the mobile industry. In this role, he worked with teams across Africa, Asia, and Europe to scale digital solutions for climate mitigation, adaptation, and resilience in low- and middle-income countries, while supporting the mobile industry’s transition to renewable energy and improved energy efficiency.
Prior to his time at the GSMA, George held roles in consulting and strategic communications at Portland Communications, contributed to economic research at Allianz Trade, worked in development finance with the European Investment Bank, served in government at the Ministry of Economy and Commerce in the Democratic Republic of Congo. He has also served as a contributing editor for the pan-African outlet Africa Is a Country.
George holds an MSc in International Economic Policy from Sciences Po Paris and a BA in Economics from McGill University.
